Whereabouts
Out-of-Competition Testing is an important prerequisite for ensuring that all athletes compete in equal conditions and for protecting the right to clean sport. Whereabouts information is an indispensable tool that allows Anti-Doping Organizations (ADOs) to test athletes without prior notification, which is a key principle of an effective anti-doping program.
Any ADO authorized to conduct Testing may test Athletes anytime and anywhere.
Testing Pool (TP) is a list of Athletes created by an Anti-Doping Organization. The criteria for including athletes in this list are high performance, violations of anti-doping rules by the athletes or their personnel, high rankings at the international and national levels, and planning to compete in international events.
National Testing Pool - a list of Athletes established by a National Anti-Doping Organization (NADC).
Registered Testing Pool (RTP) - a list of Athletes in the highest category compiled separately at the international level by International Sports Federations and at the national level by the National Anti-Doping Center to be subject to Targeted Testing.
Upon receipt of notification of inclusion in a Testing Pool, the Athlete must complete and sign the Acknowledgment Form attached to the letter and send it by email within the next 7 days.
If the Athlete receives notification (either in person or by email) from an International Federation or from the National Anti-Doping Center (NADC) that he/she has been included in the pool, then from that moment on, he/she is obliged to provide information about his/her location in the ADAMS system in accordance with the criteria set out in the notification.
Period of Inclusion
The Athlete shall remain in the Testing Pool of the National Anti-Doping Center of Ukraine and shall comply with the relevant requirements as long as:
а) Receives written notification from the National Anti-Doping Center of Ukraine of his/her removal from the Testing Pool/Registration Testing Pool; or
б) Notifies the National Anti-Doping Center of Ukraine in writing that he/she has completed his/her sports career (retired from sports).

Whereabouts information is submitted to ADAMS, the Anti-Doping Administration and Management System developed by the World Anti-Doping Agency (WADA). It is a secure system available on the Internet that allows you to enter location information independently and accurately in an easy and convenient way.
Confidentiality.
We will ensure that the whereabouts information provided is kept confidential. This information will only be used by the organization for Out-of-Competition Testing by the National Anti-Doping Center and other competent Anti-Doping Organizations that agree to maintain its confidentiality.
Please note that any other Anti-Doping Organization with the proper authority under the World Anti-Doping Code may use the whereabouts information provided, or any other information provided, to test you Out-of-competition at any time.
Please note that if you fail to fulfill your obligations as an athlete in the testing pool, the following consequences may occur:
- Missed Test - if the Athlete is not present or unavailable for Testing within the specified 60-minute time period. The Athlete must report to a location accessible to Doping Control;
- Incorrect submission of Whereabouts Information - failure to submit or late submission of quarterly information; submission of incomplete Whereabouts Information; submission of false Whereabouts Information;
- Failure to comply with the rules for submitting Whereabouts Information - “Violation of the Procedure for Submitting Whereabouts Information by an Athlete” - Article 2.4 of the NADC Anti-Doping Rules;
- In addition, depending on the facts, a single failure to provide Whereabouts Information may constitute an anti-doping rule violation under Article 2.3 (Evading, Refusing or Failing to Submit to Sample Collection by an Athlete) and/or Article 2.5 (Tampering or Attempted Tampering with any Part of Doping Control by an Athlete or Other Person) of the NADC Anti-Doping Rules. Similarly, patterns of last-minute whereabouts updates may be investigated and potentially considered as an anti-doping rule violation under Article 2.3 and/or Article 2.5 of the NADC Anti-Doping Rules.
Personal responsibility.
At the Athlete's request, the Athlete's coach or agent may assist in complying with the whereabouts requirements. However, please note that only the athlete is personally responsible for any failure to comply!
