Verkhovna Rada Strengthens Criminal Liability for Inducing Minors to Use Doping in Sports
On April 17, 2025, the Verkhovna Rada of Ukraine adopted in the first reading draft law No. 12280, which proposes amendments to Article 323 of the Criminal Code of Ukraine. The bill strengthens liability for inciting minors or underage individuals to use substances or methods prohibited in sports.
The document proposes to establish liability for actions aimed at the use of banned substances or methods among minors, regardless of their consent, if such use is not medically indicated and is intended to enhance athletic performance.
Key provisions of the bill:

A fine for the offense will range from 1,700 to 3,400 hryvnias (instead of the current 850 hryvnias);

An alternative punishment is disqualification from holding certain positions or engaging in specific activities for up to three years;

The official list of prohibited substances and methods will be determined according to the Prohibited List set forth in the Law of Ukraine "On Anti-Doping Activities in Sports."
